Ocampo: Bashir lays the foundation for new crimes in Darfur and southern Sudan

أضافت المحكمة الجنائية تهمة الإبادة الجماعية إلى البشير مؤخرا
ركزت الصحف البريطانية الصادرة صباح الخميس على القضايا الداخلية، لكنها أفردت بعض مقالات الرأي لقضايا الشرق الأوسط.
"أوقفوا هذا التجاهل لدارفور الآن"، تحت هذا العنوان كتب المدعي العام للمحكمة الجنائية الدولية لويس مورينو أوكامبو في صحيفة الجارديان داعيا إلى اتخاذ موقف تجاه الأوضاع في الإقليم الذي يعاني من أوضاع إنسانية وأمنية غير مستقرة.
يقول أوكامبو "لا مزيد من الأعذار، لا مزيد من التجاهل، فقد أصدرت المحكمة الجنائية الدولية الأسبوع الحالي مذكرة اعتقال تتضمن ثلاثة تهم تتعلق بالإبادة الجماعية ضد الرئيس السوداني عمر البشير".
ويذكر أوكامبو بما يقول إنه تجاهل العالم لـ"فظائع النازية" والإبادة الجماعية في رواندا، مضيفا أن العالم اليوم "أمام مهلة" بشأن دارفور.
الرصاص والاغتصاب والتجويع

يضيف مدعي المحكمة الجنائية أن "الإبادة الجماعية لم تنته، وقوات البشير تستخدم أسلحة مختلفة لارتكاب الإبادة الجماعية؛ الرصاص، الاغتصاب والتجويع".
ويضرب أوكامبو مثلا على ما ذهب إليه بأن المحكمة الجنائية "توصلت إلى أن قوات البشير اغتصبت على نطاق واسع في دارفور".
ويضيف "لقد اغتصبوا آلاف النساء واستخدموا هذا الاغتصاب ليحطوا من قدر الأسرة وأفراد المجتمع، لقد أجبر الآباء أن يشاهدوا بناتهن وهن يغتصبن".
ويقول أوكامبو إن المحكمة توصلت كذلك إلى ان البشير أخضع (قبائل) الفور والمساليت والزغاوة لظروف معيشية قصد منها تصفيتهم.
"لن يقدم حلا"
اندلع الصراع المسلح في دارفور عام 2003
ويشير مدعي المحكمة الجنائية الدولية إلى أن "ملايين الدارفوريين يعيشون في معسكرات للمشردين"، مضيفا أنهم "فاقدون للأمل ولا يسمع صوتهم".
ويرى أوكامبو أن أهل دارفور "يحتاجون لأصوات أخرى للمساعدة على إنهاء الإبادة الجماعية التي كان يجب أن تنتهي قبل سنوات". لا زال بأمكاننا إيقافها، لكن يجب أن نوقفها الآن".
ويضيف أن قرار المحكمة الأخير "يمكن أن يتيح فرصة أخيرة للعالم ليتصرف بصورة صحيحة".
ويؤكد مدعي المحكمة الجنائية أن "البشير لن يقدم حلا، لقد أنكر (وقوع) الإبادة الجماعية بشكل رسمي، وأنكر الاغتصاب وأوضاع المعسكرات ومسؤوليته عن ذلك".
"الفرصة الأخيرة"

ويرى مدعي المحكمة الجنائية أن الدور الحالي لأحمد هارون بوصفه حاكما لولاية جنوب كردفان "يشير إلى نية لمواصلة استخدامه كمنسق للجرائم في المستقبل".
ويقول أوكامبو إن البشير "يهاجم المواطنين السودانيين، وهم نفس الأشخاص الذين يجب عليه حمايتهم".
ويضيف "كمدعى للمحكمة الجنائية الدولية، فإن واجبي هو ضمان العدالة لهؤلاء الدارفوريين، ضحايا الإبادة الجماعية"، إن أدلتنا ونتائجنا (التي تم التوصل إليها) يجب أن يأخذها مجلس الأمن في الاعتبار.
ويختم مقاله بالقول "ليس لدي أهل دارفور رفاهية الانتظار، إن فرصتهم الأخيرة الآن".
