Darfur IDPs and Refugees Open Letter to President Obama and his Administration.

Mr. President; Obama from inside our concentrated camps in Darfur and the neighboring countries, with our different social fabric and tribes highly appreciate the due concerns of the American administrations on our crisis since it came to being. Without the American humanitarian assistance to us we would have suffered a lot. From here; we convey our warm greetings to you and your new administration and also for great American nation who put their trust on you and elected you to become their President in times where the world is filled with complicated crises. In fact we are once again very grateful for putting our cause in the top agenda of your government foreign policy; however; still a lot is needed to be done quick and now.
Mr. President, the genocidal government of Sudan burned, completely destroyed our livelihood, killed in hundreds of thousand, raped woman and children in systematically and occupied our land by the Janjaweed militias and the new settlerss. However; without International community respond that is embodied in United Nations and its NGOs and the humanity loving countries; all people of Darfur would have been eliminated on the surface of the earth long ago.

Mr. President; the Khartoum genocidal regime continues to defy the international community on Darfur so as to complete its crimes on people of Darfur whom they believe must be eliminated from the earth. Thus, the genocide master mind President Bashir on his statements continues on his adamant attitudes rejecting the settlement of the crisis. The latest is the current expulsion of the live-giving organizations of the IDPs which is the regime’s final goal and the deadly blow to accelerate our death by slow motion through starvation, malnutrition and diseases.

Mr. President we the IDPs and the refugees, constitute strong and un-deniable materials evidences against the perpetrator. Therefore; Al Bashir and his regime are doing everything in their capability to totally depopulate the traumatized citizens across entire Darfur. After the arrest warrant against Bashir was issued and supported by all peace loving nations, the Arab and Islamic nations instead work to save Bashir from ICC. These countries are those who supported Al-Bashir directly or indirectly to commit these heinous crimes against us.

Mr. President Obama, we are in very desperate and miserable conditions so we demand from you the following
We need quick and immediate multi-lateral or uni-lateral intervention to save us from the imminent death.
Unconditional return of the international NGOs expelled by the regime.
Verified disarmament of the Janjaweed militias to ensure the free flow of humanitarian assistances for us.
Remove the new settlers from our occupied lands.
On the issues of political settlement for the conflict Mr. President we would like to inform you that we could not be able to sit on any negotiations table with regime that continues our killing and doesn’t respect the agreements either. Furthermore we will not engage ourselves with Qatari initiative because Qatar is one of the countries that support the perpetrator instead of standing on the side of the victims. In addition to that these countries don’t even recognize our humanity. Hence; they are not neutral to take the position of mediators.

Lastly Mr. President we are against any body or entity who trade with our names therefore we want to make crystal clear to you and your administration that; the only legitimate representative for us the IDPs and refugees in camps; is the Founder and Chairperson of Sudan Liberation Movement/ Army Mr. Abdel Wahid Mohamed Ahmed El nur the defender of our rights. Therefore; we recommend that anything concerning us must be through him.

Spotlight catches Sudan's red tape

More than one million black Africans have been driven from their homes and up to 50,000 killed since the violence began in Sudan's Darfur region in 2003. As international attention continues to focus on the humanitarian crisis, Sudan's bureaucratic and secretive culture is having to make allowances for an impatient world.
A trip to the Pyramids? It was too good to miss.
And not the common, or Egyptian, pyramids now practically engulfed by Cairo's creeping slums, but the mysterious Sudanese pyramids of Ancient Nubia on the banks of the Nile in the desert north of Khartoum.
We had arrived back from Darfur the previous evening. Now we had a whole day in Khartoum before catching our flight home.
The choice was to mooch around the hotel or go and see the pyramids.
No contest really, but we had not allowed for Sudanese bureaucracy.
"You want to go to pyramids?" the receptionist asked at the hotel front desk.
"Good, but do you have... permit?" he asked.
We did not, and I did not have time to arrange one - the necessary government office was already closed for the day.
I tried a travel agents. A large lady was slumped at her desk. On the wall behind her was a poster of the pyramids.
"You want to go where?" she asked, surprised.
"The pyramids? I do not know where they are," she said, suddenly looking and sounding very tired.
"But I do know you need permission."
This story has a point. It is not just that Sudan's tourist industry has some way to go.
It is also an example of how Sudan is a very bureaucratic and very controlled country.
And it gives an insight into why the Sudanese government is now struggling to cope with the wave of international interest that surrounds the crisis in Darfur.
Over-worked
Pity those hard-pressed officials at the Khartoum Ministry of Information.

Not so long ago they were processing - and often turning down - a couple of visa applications from foreign journalists each month.
Today, there are dozens, maybe hundreds, of foreign journalists in Khartoum.
And as soon as they arrive, they make a bee-line for the information ministry, to ask for the travel permits which any foreigner needs to leave the capital.
Sudanese officials could be forgiven for asking themselves what all the fuss is about.
Why all the hostile questions and interest in their country now?
After all, for years the Sudanese government has fought a brutal civil war in the south of the country.
And yes, that war included the bombing of villages and the forcible movements of large civilian populations.
Interest and condemnation from the rest of the world was sporadic, and half-hearted.
Suddenly, with Darfur, everything has changed.
Today Sudan is a big international news story; one of those very occasional African conflicts that has really gripped the listening, and watching, public on the other side of the world.
It is not always easy to pin down why this happens - certainly in the case of Darfur, the scale of the catastrophe and the powerful television pictures, have had an impact - anyway, now it is up to the Sudanese government - so heavily implicated in this disaster - to resolve it.
Old habits
The government says it has nothing to hide - and, in fairness, more aid workers and journalists are getting visas, and travel permits.
But old habits die hard, and it certainly takes time for the new spirit of co-operation - if that is what it is - to filter down to the small towns in Darfur where the security forces are used to having things all their own way.
We were standing on the runway at El-Fasher airport, in north Darfur, waiting to film the arrival of the first soldiers from the Rwandan protection force.
We had been invited by officials from the African Union; but when the plane landed and the Rwandan soldiers disembarked, the line of cameramen and photographers found their way blocked by Sudanese security men dressed in the proverbial ill-fitting suits and dark glasses and still, apparently, conditioned to stop anybody taking a picture of anything anywhere near an airport.
It might have had something to do with the row of sinister attack helicopters, which I saw at every major airport in Darfur - the presence of which, I suppose, the Sudanese government is not too keen to publicise.
Anyway, I watched as a colleague from Kenya swore at one security man, shoved him out of the way and carried on filming.
The security man was too astonished to try to stop him a second time. Obviously nobody had ever treated him like that before.
It is going to take years to sort out Darfur.
Even if the fighting stops, the refugees in the camps are terrified and are not going home any time soon.
But if anything good has come out of all this, it might just be that the old Sudanese government ways of secrecy and stifling bureaucracy have relaxed a little under the pressure of an impatient, watching world.
Which brings me back to those pyramids. In the end, we decided to go, without a permit.
We drove through several road blocks but nobody stopped us, and nobody asked us for our papers.
And once you get there the pyramids are wonderful. So if you are ever in Khartoum and you want to go to see the pyramids, but you have not had time to sort out all the paperwork, my advice is just go.

المبعوث الأمريكي يواصل محادثاته في السودان
واصل المبعوث الامريكي الى السودان، الجنرال المتقاعد سكوت جرايشن، لقاءاته مع كبار المسؤولين والقوى السياسية في البلاد، قبل ان يتوجه الى مدينة الفاشر عاصمة ولاية شمال دارفور في وقت لاحق اليوم.
وقد التقى المبعوث أمس بالدكتور حسن الترابي زعيم حزب المؤتمر الشعبي المعارض في مقره بالخرطوم.
وقال الترابي لجرايشن إن الحكومة السودانية وحلفاءها نسوا دارفور، حيث ينصب تركيزهم الآن على حماية الرئيس عمر البشير. وأكد الترابي تمسكه بموقفه من قضية دارفور.
ووصل جرايشن الخميس إلى الخرطوم في زيارة تستمر أكثر من أسبوع وتشمل اقليم دارفور وجنوب السودان.
وقال جرايشن "اتيت ويدي ممدودة، وعلى الحكومة السودانية أن تحدد كيف تريد مواصلة هذه العلاقة، واتمنى أن يكون ذلك بيد ممدودة وبودية".
واوضح جرايشن أن الهدف من الزيارة هو الوقوف على الأوضاع في السودان، مضيفاً "اتيت إلى هنا دون أوهام أو أفكار مسبقة ومن دون حلول، اتيت هنا لاشاهد واتعلم وأرى".
يذكر أن جرايشن الذي عينه الرئيس الأمريكي باراك اوباما في 18 مارس/ آذار الماضي نشأ في إفريقيا ويتحدث اللغة السواحلية.
وتأتي زيارة المبعوث الأمريكي إلى الخرطوم بعد حوالي شهر من إصدار المحكمة الجنائية الدولية مذكرة لاعتقال الرئيس السوداني عمر البشير بتهمة ارتكاب جرائم حرب وجرائم ضد الانسانية في دارفور.
وكان الاتحاد الافريقي والجامعة العربية عارضا بشدة صدور مذكرة الاعتقال وبذلا جهوداً حثيثة لتأجيل صدورها.
يذكر أن 300 ألف شخص لقوا مصرعهم في الصراع في إقليم دارفور منذ اندلاعه عام 2003، كما شرد حوالي 2.7 مليون من منازلهم حسب أرقام إحصائيات الأمم المتحدة.

Sudan’s 2010 elections crucial benchmark in peace process – Ban

3 April 2009 – Secretary-General Ban Ki-moon today welcomed the announcement that national elections will be held in Sudan in February 2010, noting the polls will be an important step in consolidating the hard-won peace achieved by the country following its long-running north-south civil war.
“The holding of nationwide elections is an important benchmark in the implementation of the Comprehensive Peace Agreement (CPA),” Mr. Ban’s spokesperson said in a statement, referring to the 2005 accord signed by the Government of National Unity and the Government of Southern Sudan.
Mr. Ban urged the Sudanese authorities to proceed with the necessary preparations in accordance with the timeframe proposed by the National Election Commission (NEC), and expressed hope that the National Assembly will pass all relevant legislation as a matter of urgency.
“He further encourages all political parties to participate in this historic vote, which will further contribute to the consolidation of the ideals set out in the Interim National Constitution,” the statement added.
“The United Nations stands ready to assist the parties in the conduct of free and fair elections.”
The 21-year conflict between the Sudanese Government and the Sudan People’s Liberation Movement (SPLM) left more than two million people dead and uprooted some four million across the vast African nation.
In addition to the holding of elections, the CPA also contains elements relating to border demarcation; the disarmament, demobilization and reintegration of ex-combatants; the formation of joint integrated units involving the two sides; and a national census.
The UN Mission in Sudan (UNMIS) is tasked with assisting the parties and the people of Sudan in fulfilling their commitments under the accord.

KHARTOUM - «Non ci sarà pace in Darfur finché non cambierà il regime. Il presidente Hassan Al Bashir ha il sostegno degli islamisti e di tutti i dittatori africani e arabi. Non c’è un democratico che l’appoggi e questo la dice lunga sulle sue responsabilità». Ibrahim Ahmed Ibrahim, presidente di uno degli otto gruppi di guerriglia che opera in Darfur, il Sudan Liberation Army - Juba Unity, sembra un fiume in piena: «Bashir va arrestato dalla Corte Penale Internazionale e il Consiglio di sicurezza, che potrebbe procrastinare l’esecuzione del mandato di cattura per un anno, deve prendersi le sue responsabilità e non accettare il ricatto che viene dagli amici del presidente».
OPPOSIZIONE - Oggi a Khartoum cresce l’opposizione di leader come Sadiq Al Mahadi o della famiglia Mirghani, rispettivamente primo ministro ed espressione del presidente della Repubblica (Ahmed Mirghani, morto nel novembre scorso) defenestrato da Bashir con il colpo di Stato del 1989. Anche il potente islamista Hassan Al Turabi, alleato di Bashir all’epoca del colpo di Stato, ora è un suo fiero avversario. «Ci fa piacere e speriamo che la pressione interna riesca ad abbattere il dittatore -- dice Ibrahim -. Ma dobbiamo anche dire che ci aspettiamo una politica totalmente nuova. Basta con i vecchi leader che in qualche modo sono stati compromessi con il regime. In Sudan ci sono forze nuove, emerge una società civile che ha molte cose da dire, lontana dall’islamismo radicale che è stato utilizzato a scopi politici per tenere soggiogata una popolazione ricca di idee e novità».
VOLONTARI - In Darfur la situazione umanitaria è catastrofica. L’Onu parla di 500mila morti dall’inizio della guerra, nel 2004, e oltre due milioni e mezzo di sfollati. Il dramma è ancora più tragico da quando un mese fa sono state cacciate le organizzazioni non governative: «La pressione internazionale deve favorire il ritorno dei volontari. Senza di loro i rifugiati stipati nei campi di raccolta stanno morendo di fame. Sono scoppiate epidemie di cui nessuno può valutare la portata. Non ci sono più testimoni attendibili» spiega Ibrahim. Il governo dice di aver trasferito i compiti a organizzazioni non governative locali: «Parlare di oltre 100 Ngo locali non è corretto. Sono solo 6 e inaffidabili e poi non possono mobilitare i fondi dei donatori internazionali e quindi ricevere soldi. Comunque delle sei, due sono delle due mogli di Bashir, altre due del fratello di Bashir e una del suo miglior amico e alleato. In queste Ngo lavorano solo spie e collaboratori del governo i quali esercitano pressioni sugli sfollati perché abbandonino i campi e ritornino a casa. Ma i loro villaggi sono bruciati quindi non sanno dove andare. Molti vagano finché non trovano la morte».
GRUPPI DIVISI - Ai darfuriani si rimprovera di essere divisi. I gruppi ribelli sono una miriade, difficile tenere persino il conto. «È vero, ci sono sette o otto gruppi. Troppi - ammette Ibrahim -. Dobbiamo cercare di riunificarci di porre fine alle nostre divergenze e comunque di colpire uniti, anche se si marcia divisi. Serve almeno una strategia comune». La soluzione sarà politica o militare? «Politica con questo governo non si può. Dobbiamo unirci agli altri gruppi tutti assieme occupare prima le campagne, confinando l’esercito nelle città. Poi sappiamo come cacciarli dai centri abitati. Noi comunque non vogliamo l’indipendenza. Chiediamo di organizzare lo stato sotto forma federale».

اعلنت مفوضية الانتخابات السودانية عن عقد الانتخابات الرئاسية والبرلمانية في فبراير/ شباط 2010، أي بعد ثمانية أشهر من موعدها الذي كان مقرراً.
وقال نائب رئيس المفوضية عبد الله احمد عبد الله إن "النتائج ستعلن بنهاية فبراير، وسيجرى التصويت في وقت مبكر من الشهر".
وكان قرار اجراء الانتخابات في يوليو/ تموز 2009 قد اقر ضمن اتفاقية السلام التي وقعت عام 2005 بين الخرطوم وجنوبي السودان منهية اكثر من عقدين من الحرب الاهلية.
وأثيرت مخاوف في السودان من عدم اجراء الانتخابات في موعدها بعد إصدار المحكمة الجنائية الدولية مذكرة لاعتقال الرئيس السوداني عمر البشير على خلفية جرائم حرب وجرائم ضد الانسانية في دارفور.

Sudan leader on Mecca pilgrimage


The Sudanese president has arrived in Saudi Arabia, the fifth state he has visited since an international warrant was issued for his arrest.
State TV in Sudan said Omar al-Bashir would perform a lesser pilgrimage in Mecca before returning to Khartoum.
He has just attended an Arab League summit in Qatar, where he received strong support from Arab leaders.
Meanwhile, US President Barack Obama's new envoy to Sudan is due to make his first visit to the country.
Former air force general J Scott Gration will travel to Darfur, as well as visiting southern Sudan and the capital, Khartoum.
He is expected to ask Mr Bashir is to allow aid agencies to return to Darfur.
Sudan expelled 13 large foreign aid agencies, mostly from Darfur, after it accused them of spying for the International Criminal Court (ICC).
The court indicted Mr Bashir of orchestrating atrocities against civilians in Darfur, where his Arab-led government has been battling black African rebels since 2003.
Up to 300,000 people have been killed and 2.7 million have been driven from their homes.
Sudan denies the charges and says the figures are exaggerated.
The Arab League, many African states and Sudan's key ally China have called for the ICC proceedings to be suspended, arguing they will hamper efforts to bring peace to Darfur.

الرياض- العرب أونلاين- وكالات: وصل إلى جدة الأربعاء الرئيس السوداني عمر البشير في زيارة إلى المملكة سيقوم خلالها بأداء مناسك العمر في مكة المكرمة. ولم يؤكد مصدر مطلع ما إذا كان البشير سيلتقي أيا من المسؤولين السعوديين، خاصة وان العاهل السعودي الملك عبد الله بن عبد العزيز موجود في الدوحة حاليا وسيغادر إلى المملكة المتحدة ليرأس وفد بلاده إلى قمة العشرين. وقال المصدر ان البشير وصل الى جدة وكان في استقباله بمطار الملك عبد العزيز الدولي الأمير مشعل بن ماجد بن عبد العزيز محافظ جدة ومدير المطار المهندس مازن خاشقجي ومدير عام مكتب المراسم الملكية بجدة والسفير السوداني لدي المملكة حافظ إبراهيم وعدد من المسؤولين . وكانت السعودية أعلنت في بيان صادر عن مجلس وزرائها عن وقوفها إلى جانب السودان، وانزعاجها من قرار توقيف البشير.وأكدت السعودية أن هذا القرار لن يؤدي إلى حل المشاكل في السودان بل إلى تفاقمها، مبدية قلقها وانزعاجها من صدور قرار الجنائية الدولية بحق الرئيس السوداني .وقال بيان مجلس الوزراء السعودي في جلسته قبيل اسبوعين إن المملكة تقف إلى جانب السودان في مواجهة كل ما يزعزع سيادته واستقراره ووحدة أراضيه، كما شدد البيان على مسؤولية الجميع لمواصلة ما وصف بـ "الجهود المشتركة لمواجهة الآثار المترتبة على القرار".

Doha Arab Summit


DOHA (Reuters) - Il presidente sudanese Omar Hassan al-Bashir ha esortato oggi i partecipanti al vertice arabo a respingere il mandato di cattura internazionale emesso contro di lui e ha accusato Israele di sostenere i ribelli in Darfur.
"Apprezziamo il vostro sostegno e speriamo che porterà a risoluzioni forti e chiare ... che respingano il mandato d'arresto e chiedano che venga ritirato", ha detto Bashir, che si è recato in visita in diversi paesi arabi e africani sfidando gli sforzi internazionali per portarlo sotto processo per crimini di guerra in Darfur.

اختتم القادة والزعماء العرب قمتهم السنوية اليوم الاثنين في العاصمة القطرية الدوحة ببيان أظهروا من خلاله دعمهم ومساندتهم للرئيس السوداني عمر حسن البشير المطلوب من قبل المحكمة الجنائية الدولية بتهم ارتكاب جرائم حرب.
فقد قالت الجامعة العربية إنها ترفض قرار المحكمة المذكورة الداعي لإلقاء القبض على البشير الذي تحدث في وقت سابق اليوم أمام مؤتمر القمة العربية وحظي بدعم قوي من قبل نظيره السوري بشار الأسد وزعماء عرب آخرين.

فقد جاء في بيان الجامعة العربية الذي صدر في ختام القمة: "نحن نؤكد تضامننا مع السودان ورفضنا لقرار المحكمة الجنائية الدولية."

وكان الرئيس الأسد، رئيس دورة القمة العربية السابقة، قد قال في كلمته أمام المؤتمر في وقت سابق من اليوم: "إن أولئك الذين ارتكبوا المذابح والاعتداءات في فلسطين والعراق ولبنان هم من يجب أن يُعتقلوا أولا."
ودعى العديد من الدول الأفريقية، بالإضافة إلى حليف السودان الرئيسي الصين، إلى تعليق العمل بإجراءات المحكمة الدولية المذكورة بخصوص اعتقال البشير، مجادلين بأنها (أي تلك الإجراءات) سوف تعرقل جهود إحلال السلام في إقليم دارفور السوداني المضطرب.
و في كلمة له خلال قمة الدوحة، دعا الأمين العام للأمم المتحدة، بان كي مون، السودان إلى إعادة النظر في قرار طرد 13 منظمة إغاثة دولية من دارفور في أعقاب صدور مذكرة اعتقال الرئيس البشير.

DOHA, March 31 (Xinhua) ¨C Venezuelan President Hugo Chavez here Tuesday voiced objection to the arrest warrant of the International Criminal Court (ICC) for Sudanese President Omar al-Bashir for alleged war crimes in Darfur.
Upon his arrival at the Doha International Airport to attend the 2nd Arab-South American Summit scheduled for Tuesday, Chavez told reporters that the ICC should be requested to prosecute former U.S. President George W. Bush and Israeli President Shimon Peres, according to Spanish EFE news Agency.
"Why (the ICC) not order the capture of Bush? Why not order the arrest of the president of Israel?¡± he was quoted as asking.
Leaders of the 22-member Arab League who held a summit on Monday passed a communiqu¨¦ on rejecting the ICC¡¯s arrest warrant for Bashir.
Chavez said the ICC ¡°has no power to make a decision against a sitting president, but does so because it is an African country, the third world,¡± said Chavez, whose country is a signatory to the ICC.
The ICC has requested all its signatory members to arrest Bashir.
The Second Summit of Arab-South American countries will be held in the afternoon, with the participation of leaders and senior officials from 12 South American countries and 22 Arab states, plus delegates from the Arab League. ¡¡



US Says Bashir Deserves Arab League Condemnation

The U.S. State Department says the Arab League summit in Qatar should have been a vehicle for condemnation of Sudanese President Omar al-Bashir for his expulsion of international relief workers. The summit is instead expected to call for suspension of the international arrest warrant against the Sudanese leader for Darfur war crimes.
Obama administration officials say the warm welcome accorded the Sudanese leader at the summit was inappropriate under the circumstances, and that Arab leaders should focus their energies on trying to get Mr. Bashir to reverse his expulsion of aid workers.
The Sudanese leader received a red carpet welcome Sunday in Qatar, despite the arrest order against him by the International Criminal Court for orchestrating war crimes in Darfur.
The United States is not a party to the ICC, but supported the court in assembling the case against the Sudanese leader, and has called for him to surrender and face charges.
At a news briefing, State Department Deputy Spokesman Gordon Duigud said Mr. Bashir's presence at the summit should have been an opportunity to bring forth international opprobrium, or public condemnation of the Sudanese leader for what is occurring in Darfur.
"We would hope that while he is in Doha that the Arab League would focus on the immediate and urgent needs of the people on the ground in Sudan, and address the grave humanitarian situation in Darfur, as well as the need to establish peace in Darfur and meet the key priorities of the (North-South) Comprehensive Peace Agreement. As they are going to be holding discussions, the discussions should be on how to stop the violence, support the people and re-establish peace in Darfur and south Sudan," he said.
The 22-nation summit is expected to approve a resolution calling for the ICC to suspend the action against Mr. Bashir.
A senior State Department official said the welcome given Mr. Bashir was not the reception that should have gone to someone whose country is in such turmoil, and whose decisions have forced badly-needed aid workers to leave their posts.
The United States has urged reversal of the expulsion order and says it accepts no link between it and the ICC indictment.
The Obama administration's newly-named special envoy for Sudan - retired U.S. Air Force Major-General Scott Gration - held meetings with White House officials Monday in advance of his first trip to the region.
Gration, a fluent Swahili speaker who spent several years of his youth in Africa, is expected to leave Washington later this week on a mission that will take him to Khartoum, Darfur, and southern Sudan.
