البشير في أول زيارة للخارج منذ المطالبة باعتقاله

يزور الرئيس السوداني عمر حسن البشير إسطانبول حيث يحضر قمة تركية إفريقية.
وتعد هذه الزيارة الأولى للبشير خارج بلده منذ أن طالب المدعي العام في محكمة الجنايات الدولية لويس مورينو أوكامبو بإصدار مذكرة اعتقال في حق الرئيس السوداني بتهمة المسؤولية عن إبادة الآلاف من المدنيين في إقليم دارفور السوداني.
ولم تصدق تركيا على معاهدة إنشاء محكمة الجنايات الدولية، لكنها تخضع للضغوط من أجل الانضمام إلى المصدقين، نظير استمرار مفاوضات العضوية في الاتحاد الأوروبي.
وذكرت وزارة الخارجية التركية إن أي طلب بشأن الرئيس السوداني سيخضع للتقييم.
وقال مسؤول في الوزارة التركية: " إن الرئيس البشير استدعي لحضور القمة بصفته زعيما لبلد إفريقي، ثم إن مذكرة باعتقاله لم تصدر قبل هذه اللحظة."
على صعيد آخر جدد السودان تحذيراته بخصوص الآثار التي ستنجم عن إصدار مذكرة اعتقال الرئيس السوداني.
وقال أشرف قاضي رئيس بعثة الأمم المتحدة المشرفة على تنفيذ ااتفاق السلام بين الشمال والجنوب الموقع عام 2005، لمجلس الأمن الدولي: "إن الحكومة السودانية طلبت مني إبلاغكم بأن عواقب مذكرة (من هذا القبيل) ستكون وخيمة على موظفي الأمم المتحدة وبنيتها التحتية في السودان".
ولم يشر قاضي إلى طبيعة أو مصدر هذه التهديدات، واكتفى بالإشارة -في تصريحاته التي أوردت وكالة رويترز مقتطفات منها- إلى: "أن البعثة تأخذ الاحتياطات اللازمة، ومن بينها تمتين التعاون مع المؤسسات الأمنية السودانية."

Istanbul - A summit of African leaders began in Turkey on Monday, but the focus was on the visit of Sudanese President Omar al-Bashir on his first trip abroad since an international court indicted him on genocide charges.Al-Bashir was accused last month by the International Criminal Court prosecutor of directing genocide in Darfur, the Sudan's troubled region where up to 300 000 people have been killed and more than 2,5-million have been displaced since 2003.The prosecutor, Luis Moreno-Ocampo, requested that an arrest warrant be issued for Al-Bashir. A panel of judges is reviewing evidence submitted by Moreno-Ocampo to decide whether there are reasonable grounds to issue the warrant.Even if an arrest warrant was issued while Al-Bashir was in Turkey, it would be highly unlikely that Turkish authorities would arrest him because the country has not signed the court's treaty and is not bound by its provisions.New York-based Human Rights Watch, however, has called on Turkey to express support for the court case during the Sudanese delegation's visit.Al-Bashir has said the Sudan does not recognise the court in The Hague, Netherlands, and will never co-operate with it.Ethnic African groups in Darfur rebelled against Al-Bashir's government, accusing it of discrimination, and his regime is accused of unleashing Arab militias known as Janjaweed that are blamed for atrocities against civilians.The Turkey-Africa Co-operation Summit, meanwhile, started with talks among officials from about 50 countries. Heads of state, including Al-Bashir, are to meet this afternoon. Zimbabwe's Robert Mugabe is not expected to attend.The summit is part of Turkey's efforts to expand ties with Africa. Turkey has increased its trade volume with African nations from about $5,4-billion (R42-billion) to $13-billion (R100-billion) in less than three years, and is targeting $30-billion (R231-billion) by the end of 2010. - Sapa-AP
